Apparently Bill gates and some other important brains want to stop hurricanes by mixing hot and cold water. The problem is that it would need many, many, many ships to do so. But Bill Gates and his colleagues have found a solution: they want to fund the costs through the sale of catastrophe insurance policies - and they want to patent it.
